Zoning & Planning

Adding Site and Area Specific Policies to the Official Plan as outlined in Report IPGPL24-020

That Council approve the recommendations outlined in Report IPGPL24-020, dated August 6, 2024, of the Commissioner of Infrastructure, Planning and Growth Management as follows: a) That a new Section 10.0, Site and Area Specific Policies, be added to the Official Plan in accordance with the draft Official Plan Amendment No. 3 attached as Appendix D to Report IPGPL24-020; and b) That Section 10.0 a) describing site-specific policies for the lands situated at the northeast corner of the intersection of Armour Road and Cunningham Boulevard, known municipally as 1180 Armour Road, be added to the Official Plan in accordance with the draft Official Plan Amendment No. 3 attached as Appendix D to Report IPGPL24-20.

Amend Special District 189 zoning by-law

That Council approve the recommendation outlined in Report IPGPL24-019, dated August 6, 2024, of the Commissioner of Infrastructure, Planning and Growth Management as follows: That Special District 189 (SP.189) of the Zoning By-law 97-123 be amended in accordance with the draft amendment attached as Appendix C to Report IPGPL24-019.

Rezone property to UC-366 University District

That Council approve the recommendation outlined in Report IPGPL24-023, dated August 6, 2024, of the Commissioner of Infrastructure, Planning and Growth Management as follows: That the subject property be rezoned from UC – University and College District to UC – 366 University and College District in accordance with the draft amendment attached as Appendix ‘C’ to Report IPGPL24-023.

Reconsidering $15.95M in 2025 pre-commitments to fund housing projects

That the matter to amend or rescind a Resolution, that being the following six projects, pre-committed in 2025: Lansdowne Street West – Spillsbury to Clonsilla $9,100,000 Otonabee River Trail $ 2, 660,000 Bonnerworth Park Redevelopment $2,390,000 Bonnerworth Park Road Improvements $250,000 Aviation Fuel Facility $ $850,000 Aircraft Storage Hanger $700,000 The total of $15.95 million to be used to finance much needed housing and homelessness projects, Be reconsidered.

Directing staff to present a 2025 draft budget with an all-inclusive rate increase not exceeding 5%

Amended Recommendation: That staff be directed to return to Council with an all-inclusive rate increase to the draft 2025 budget  not exceeding a 5% increase.

Defer matter 6 weeks for tenant consultation

Amended motion: That the matter be deferred for six weeks to request that the proponent to consider consulting with the tenant of the building located on the subject property.

Award Hunter Street crossover contract to Drain Bros

That Council approve the recommendations outlined in Report IPGENG24-020, dated August 6, 2024, of the Commissioner of Infrastructure, Planning and Growth Management, as follows: a) That a $125,000 budget amount for the 2025 Capital budget for Rotary Trail Crossing – Hunter Steet East be pre-committed; b) That ITT-07-24 Hunter Street Pedestrian Crossover be awarded to Drain Bros. Excavating Limited, 2130 8th Line Rd. North, Douro-Dummer, Ontario, K0L 2H0 at a cost of $560,452.23 plus HST of $72,858.79 for a total cost of $633,311.02; and c) That a provisional work value of $16,000 be committed to the project and the Commissioner of Infrastructure, Planning and Growth Management be provided the authority to adjust the purchase order value to as upset limit of $576,452.23, excluding HST, as necessary to complete this project.
