That the City Council minutes of January 31, 2022 be approved.

Approve multiple consent agenda items

That items 10.a.1, 10.a.2, 10.a.4, 10.b.1, 10.b.2, 10.b.3, 10.b.4, 10.b.5, 10.b.6, 10.b.7, 10.b.8, 10.b.9, 10.b.12 and 10.b.13 be approved as part of the Consent Agenda.

Fund Habitat for Humanity homeownership down payment assistance

That Council approve the recommendation(s) outlined in Report CSSS22-008, dated February 7, 2022 of the Commissioner of Community Services as follows: a) That up to $500,000 be provided from the Homeownership Assistance Loan Program revolving fund to Habitat for Humanity partner families for down payment assistance; and b) That the Mayor and Clerk be authorized to enter into agreements for project funding with applicants and other associated agreements, on terms satisfactory to the Commissioner of Community Services and in forms acceptable to the City Solicitor.

That Council approve the recommendation(s) outlined in Report CSSS22-008, dated February 7, 2022 of the Commissioner of Community Services as follows: a) That up to $500,000 be provided from the Homeo

Develop Transit Rider Liaison Group terms of reference

That staff bring forward a preliminary report by the September cycle of meetings regarding a Terms of Reference for the next term of Council, describing a potential Transit Rider Liaison Group/ Committee that would provide a forum to facilitate information sharing and education with Transit riders, engagement and the offering of suggestions.

Restructure physician recruitment funding and governance

That Council approve the recommendations outlined in Report CAO22-003, dated February 14, 2022 of the Chief Administrative Officer as follows: a) That, the tri-party funding agreement between the Peterborough Family Health Team, the City of Peterborough and the County of Peterborough be terminated effective May 31, 2022; b) That, in consultation with Mayor Therrien or designate, Councillor Kemi Akapo be appointed to the Peterborough Physician Recruitment and Retention Committee; c) The Peterborough Physician Recruitment and Retention Committee become an independent steering committee and that the Memorandum of Understanding between the City of Peterborough, the County of Peterborough, and Greater Peterborough Area Economic Development Corporation (operating as Peterborough & the Kawarthas Economic Development (PKED)) be amended to include hosting the funding for the physician recruitment services for the region. d) That the Mayor and Clerk be authorized to sign the amended Memorandum of Understanding. e) That funding from the City of Peterborough for physician recruitment efforts be redirected from the Peterborough Family Health Team to PKED. f) That Ms. Gomez be invited to appear as a delegate at the February 28, 2022 Council Meeting.

Setting Greater Peterborough Innovation Cluster funding at $71,500 a year for five years

That the funding agreement with the Greater Peterborough Innovation Cluster comprise: a) An annual payment of $71,500 for the next five years; b) That the $100,000 line of credit be rescinded; and, c) That the repayment schedule proposed by the Commissioner of Corporate and Legislative Services be adopted.

Authorize five-year Innovation Cluster agreement

That Council approve the recommendation outlined in Report CLSFS22-005, dated February 14, 2022 of the Commissioner of Corporate and Legislative Services, as follows: a) That the Mayor and City Clerk be authorized to execute an Agreement with the Innovation Cluster – Peterborough and the Kawarthas for a five year term from January 1, 2022 to December 31, 2026, on terms acceptable to the Commissioner of Corporate and Legislative Services and in a form acceptable to the City Solicitor and substantially in the form attached as Appendix A to Report CLSFS22-005. b) That Mr. Skinner or a representative from the Peterborough Innovation Cluster be invited to the Council meeting on February 28, 2022, as a delegate

That Council approve the recommendation outlined in Report CLSFS22-005, dated February 14, 2022 of the Commissioner of Corporate and Legislative Services, as follows: a) That the Mayor and City Clerk 

Pass by-laws for borrowing, wastewater funding, and election

That the following by-laws be passed: 22-007 - Being a by-law to authorize the borrowing of $15,000,000 for 2022 current expenditures 22-008 - Being a by-law to authorize the execution of the Improving Wastewater and Stormwater Discharges in Lake Ontario Funding transfer payment agreement(s) and any subsequent corresponding agreements or amendments between Her Majesty the Queen in Right of Ontario and The Corporation of the City of Peterborough in a form acceptable to the Commissioner of Corporate and Legislative Services and the City Solicitor 22-009 - Being a by-law to authorize the use of Optical Scanning Vote Tabulators for the purpose of counting votes at the 2022 Municipal Election, and the use of Internet Voting as alternative Voting Methods and to authorize advance voting for use in the 2022 Municipal Election
