Pre-committing $535,600 to maintain existing homelessness services in 2026

a) That $535,600 of the City’s 2026 Operating Budget be pre-committed to maintain existing homelessness services that were funded through reserve in 2025, including: · $250,000 increase to the Housing Stability Fund (HSF). · $285,600 to expand Brock Mission’s 24/7 capacity. b) That the Commissioner of Community Services be authorized to do such things as execute such documents as necessary in consultation with the Treasurer and in forms acceptable to the City Solicitor to implement the components of this report. c) That Social Services be directed to issue a Request for Proposals (RFP) from qualified community organizations with experience in homelessness and wellness support, for the provision of additional low-barrier shelter beds within the City of Peterborough in accordance with the Procurement By-law, subject to funding and that staff report back to Council with a list of all organizations that submitted proposals in response to the RFP.
