That Council approve the recommendations outlined in Report IPGACP26-024 dated June 22, 2026, of the Commissioner, Infrastructure, Planning and Growth Management as follows: a) That Council receive for information a presentation from staff and AECOM Canada on the Stormwater Funding Review and proposed funding model; b) That staff be directed to implement Option 3 as the preferred stormwater rate structure recommended in Report IPGACP26-024 and to report back to Council with the necessary implementing By-Law; and c) That staff report back to Council during the 2027 Budget Review with options for additional consolidation of stormwater funding into the dedicated Stormwater Utility.
