That Council approve the recommendations outlined in Report IPGACP25-016 dated June 23, 2025, of the Commissioner of Infrastructure, Planning and Growth Management as follows: a) That the presentation by AECOM regarding the proposed conceptual streetscape design for Charlotte Street from Park Street North to Aylmer Street North be received for information; b) That the Proposed Conceptual Design as shown in Report IPGACP25-016 be approved for Charlotte Street from Park Street North to Aylmer Street North and that staff be directed to proceed with detailed engineering and tender preparation including consultation with effected property owners and business operators regarding project timelines, and measures appropriate to mitigating potential effects of the project as much as practicable; and c) That Charlotte Street – Water St. to Park St. (Q#18-005) budget be adjusted as follows: i. The $1,100,000 Canada Community Building Fund (CCBF) federal allocation to the Charlotte St. - Water St. to Park St. (Q#18-005) be eliminated with the funding returned to the CCBF reserve and reallocated within the 2026 budget. ii. The Charlotte St. - Water St. to Aylmer St. $490,000 budget (Q #19-093) be transferred to the Charlotte St. - Water St. to Park St. project (Q#18-005). iii. That $27,600,000 be pre-committed from the 2026 to 2029 capital budgets, of which $10,791,100 is DMAF funding.
