That Council approve the recommendations outlined in Report FCSFS25-013, dated June 23, 2025, of the Commissioner of Finance and Corporate Support Services as follows: a) That the December 31, 2024, Quarterly Financial Update Report (Unaudited) attached as Appendix A to Report FCSFS25-013, dated June 23, 2025, be received; b) That the unspent 2024 reserve commitment of $200,000 from the Home Ownership Loan Fund reserve to the 2024 Home Ownership operating budget be transferred to the 2025 Home Ownership operating budget, to support Habitat for Humanity’s Leahy’s Lane Phase II development; c) That the following year end entries be approved, transferring funds to/from reserves: i. $8,893 representing 100% of the Police Services 2024 year-end surplus be transferred to the Police Special Projects Reserve; ii. $50,000 of the 2024 operating surplus funds be transferred to the Organizational Development Reserve; d) That the 2026 budget for Capital Project #18-148 Improvements to Morrow Park be pre-committed for $1,600,000.
