Full Resolution Text

That Council pass a Procedure By-law in the form attached to Report LSCLK26-007 as appendix B, as amended: Electronic Devices The proposed Procedure By-law would restrict the use of electronic devices during meetings to support transparency and uphold statutory open meeting requirements. Except for “Electronic Means” (section 15) approved by the Clerk to enable participation in a meeting, section 18 proposes that Members not be permitted to use personal or issued devices for communication during meetings. Members must communicate only through, and at the discretion of, the Chair. These restrictions reflect the principle that the public must be able to observe all decision-making activity during open meetings.
