Approving a highway memorial for a fallen OPP officer in accordance with the Highway Memorials for Fallen Police Officers Act

Whereas, the Ontario Provincial Police, Peterborough County Detachment seek to honour one of their fallen members in accordance with the Highway Memorials for Fallen Police Officers Act (2002) and; Whereas, OPP Commissioner, Thomas Carrique, has approved a plan to recognize Provincial Constable Norman Maker who was fatally shot in the line of duty on May 3, 1928, and; Whereas, the Ministry of Transportation, Traffic Office Policy requires the Ontario Provincial Police to obtain the support of City Council for the proposed bridge dedication at Highway 115 at the Otonabee River Bridge; Now therefore be it resolved, Council for the Corporation of the City of Peterborough supports the bridge dedication, located at highway 115 at the Otonabee River Bridge, for fallen Provincial Constable Norman Maker and; That the City Clerk be directed to provide correspondence to the Ontario Provincial Police, Peterborough County Detachment on behalf of the Council for the Corporation of the City of Peterborough, advising of the support for a bridge dedication for fallen Provincial Constable Norman Maker.

Award Next Generation 9-1-1 project management contract

That Council, as set out in Chart 2, Section a), iv) of Appendix A of the City’s Procurement By-law 22-070, approve the recommendation outlined in this Report CLSIT23-003, dated September 25, 2023 of the Commissioner of Corporate and Legislative Services as follows: That the Next Generation 9-1-1 project management services be awarded to Federal Engineering, Inc. 10560 Arrowhead Drive Fairfax, Virginia 22030, at a cost of $286,597.00 plus HST of $37,257.61 for a total cost of $323,854.61.

That Council, as set out in Chart 2, Section a), iv) of Appendix A of the City’s Procurement By-law 22-070, approve the recommendation outlined in this Report CLSIT23-003, dated September 25, 2023 of 

Set 2024 operating budget increase at 4.5 to 5.5 percent

a) That the Draft 2024 Operating Budget reflect an estimated All-Inclusive (Municipal, Education, Sanitary Sewer Surcharge) increase in the range of 4.5% to 5.5% for general Operating Budget impacts and in support of the capital program inclusive of an enhancement of 1%, including a provision for Stormwater Protection; and, b) That the increase in the Police Services and Public Health portions of the draft 2024 Operating Budget respectively, reflect no more than the Operating portion of Net Tax Levy increase (estimated to be 4.08%), and any increase in those respective budgets beyond the estimated Operating Portion of the Net Tax Levy increase be addressed by Council as part of the detailed 2024 Budget deliberations to occur in November of 2023.

Directing commissioners to present departmental budget details to the Finance Committee by end of August for 2024 budget planning

a) That respecting the 2024 Budget Guideline Report CLSFS23-028, staff be directed as follows: i) that each Commissioner make a presentation to the Finance Committee by the end of August on their respective Departmental Budgets that would provide additional information assuming a 2024 Budget Guideline all-inclusive tax increase of 5.59%, and ii) that the presentations also include information and the resulting financial and/or service level impacts assuming a 3% and a 7% All- Inclusive Budget Guideline increase, respectively. b)  That the presentations include information from each Commissioner on their anticipated largest 2024 Capital projects. c) That Council request the Peterborough Police Services Board to consider deferring any 2024 staffing enhancements as identified in the Police Service's five-year staffing plan to allow the financial impact of the annualization of any new hires that occurred in 2023 to ease pressures on the 2024 budget.

Approve downtown CCTV camera installation

That Council approve the recommendations outlined in Report CLSFS23-032, dated June 12, 2023 of the Commissioner of Corporate and Legislative Services as follows: a) That the information from the Peterborough Police Services Board for the Community Safety – CCTV project attached as Appendix A, be received for information; and b) That Council approve the installation of cameras on City infrastructure at various locations in the City’s downtown core as shown on the map attached in Appendix A to Report CLSFS23-032 subject to a favourable determination of the Privacy Impact Assessment referred to in Appendix A to Report CLSFS23-032 as determined by the Commissioner, Corporate and Legislative Services. c) That the Mayor and Clerk be authorized to execute documents to give effect to recommendation b) on terms acceptable to the Commissioner of Corporate and Legislative Services and in forms acceptable to the City Solicitor.

Approve homelessness short-term strategy at Wolfe Street

At the meeting of May 23, 2023, Council amended item l) and added items m) to q) as follows: That Council approve the recommendations outlined in Report CSSS23-013, dated May 8, 2023 of the commissioner of Community Services as follows: a) That the presentation from City staff be received as information, c) That the funding currently included in the 2023 budget for the Overflow Shelter be reoriented to provide support services towards the implementation of the short-term strategy outlined in this report; d) That staff be directed to pursue the placement of modular temporary housing on alternative privately-owned sites with appropriate supports with the goal of alleviating usage and dependency on the 210 Wolfe Street/Rehill Parking Lot site; e) That staff be authorized to repurpose the funding in the Community Development budget for the meal drop-in program in the amount of $267,000 towards an emergency winter response program; f) That staff provide an update report on the detailed implementation of the short- term strategy and winter response outlined in this report for the August Council cycle; g) That the Treasurer, in consultation with the Commissioner of Community Services, be authorized to use the non-standard procurement process to ensure the modular units and other necessary site improvements for the short-term strategy identified in this report can be delivered and implemented prior to October 2023, including the contracting authority to purchase all necessary items and supports attached to the strategy; h) That the City will use its funding (City, County, provincial and federal) as it relates to homelessness towards emergency shelter solutions, investing in permanent supportive housing builds, and supporting individuals and families to stay housed through financial supports. Health supports, which are needed to support people who have been homeless to stay housed, are expected to be funded and provided by health agencies, in alignment with the Coordinated Access System; i) That staff be directed to review all funding being provided to external agencies and organizations through the Social Services budget to ensure that all funding is in alignment with the core services as identified in recommendation (h); j) That staff be directed to review the policies around the provision of social housing units to ensure the units are being optimized to serve more households and is serving those in greatest need of housing; and k) That staff be directed to provide a follow up report after consultation with community agencies to prioritize requests to the provincial and federal governments for projects and programs that will best serve to end chronic homelessness in the City and County but which are beyond the mandate or financial capability of the City to provide; and l) That the City establish a Community Liaison Committee composed of 5 to 7 individuals, including Town Ward Councillors and a member of the Peterborough Police. The approval of the Terms of Reference for this Committee and the selection of Committee members be delegated to Councilors Riel and Bierk as the Chair and Vice Chair of Housing. m) That the use of the 210 Wolfe Street site as a temporary modular community be limited to a 18 to 24 month period in anticipation of alternative options and sites becoming available in this 24 month period. n) That City Staff ensure a proactive security program is established and carried out  through the proposed project term to provide for a safe and secure living environment for both facility residents and area residents/property owners. o) That the property is City owned. It is imperative that basic/fundamental facility rules be established, including the following: Residents of the modular dwellings be required to enter into a basic property use agreement with the City/regulations. p) That the process to identify and secure a location for the “medium term strategy” property be initiated immediately by City, concurrent with the implementation of the short-term strategy. q) That any residual funding from the Wolfe Street property – short term modular dwelling project, be applied towards the medium – long term strategy solutions (locations/property).
