That the General Committee meeting minutes of February 27, March 6 and 13, 2023 be approved.

Approving the Active Transportation Fund report on consent

That Report CLSFS23-026 – Active Transportation Fund be approved on Consent.

Amending Exhibit C of Report IPSPL23-008 per the Commissioner's April 3, 2023 memorandum

That Council approve the recommendations outlined in Report IPSPL23-008, dated April 3, 2023, of the Commissioner of Infrastructure and Planning Services as follows: a) That Section 3.9 Exceptions, of the Zoning By-law 97-123 be amended by adding exception number .353 in accordance with Exhibit C of Report IPSPL23- 008 as amended; and b) That the subject properties be rezoned from R.1, R.2, R.3, R.4 – Residential District to R.4-353 – Residential District in accordance with Exhibit C of Report IPSPL23-008. At the meeting of April 3, 2023, the following was added: c) That Exhibit C of Report IPSPL23-008 be amended in accordance with the Memorandum of the Commissioner of Infrastructure and Planning Services, dated April 3, 2023.

That Council approve the recommendations outlined in Report IPSPL23-008, dated April 3, 2023, of the Commissioner of Infrastructure and Planning Services as follows: a) That Section 3.9 Exceptions, of

Rezone property from Development to Residential District

That Council approve the recommendations outlined in Report IPSPL23-010, dated April 3, 2023, of the Commissioner of Infrastructure and Planning Services as follows: a) That Section 3.9, Exceptions of Zoning By-law 1997-123 be amended to add Exception .355 which identifies a site-specific regulation to ensure that the parking area is designed to permit forward-facing access to an arterial street; and b) That the subject property be rezoned from D.2 – Development District to R.2, 4k,10a – 355 – Residential District, in accordance with the draft amendment attached as Exhibit ‘C’ to Report IPSPL23-010.

That Council approve the recommendations outlined in Report IPSPL23-010, dated April 3, 2023, of the Commissioner of Infrastructure and Planning Services as follows: a) That Section 3.9, Exceptions of

Adding a new exception to Section 3.9 of Zoning By-law 1997-123 as outlined in Report IPSPL23-011

That Council approve the recommendations outlined in Report IPSPL23-011, dated April 3, 2023, of the Commissioner of Infrastructure and Planning Services as follows: a) That Section 3.9, Exceptions of Zoning By-law 1997-123 be amended to add Exception .356 which identifies site-specific regulations to recognize existing deficiencies in the width of the parking access aisle and the area of landscaped open space; and b) That the subject property be rezoned from C.5 – Commercial District to SP.241 –356 – Commercial District, in accordance with the draft amendment attached as Exhibit ‘C’ to Report IPSPL23-011.

That Council approve the recommendations outlined in Report IPSPL23-011, dated April 3, 2023, of the Commissioner of Infrastructure and Planning Services as follows: a) That Section 3.9, Exceptions of

Deferring the application to review parking cash-in-lieu

That the application be deferred to enable staff an opportunity to review the cash-in-lieu matter as it pertains to parking on the subject property.

Amend official plan and rezone 539 George Street North

That Council approve the recommendations outlined in Report IPSPL23-012 dated April 3, 2023, of the Commissioner of Infrastructure and Planning Services, as follows: a) That Section 4.2 – Policies for Specific Residential Properties of the Official Plan, be amended by adding Section 4.2.4.21 to permit a maximum density of 397 dwelling units per hectare for the property known as 539 George Street North in accordance with the Draft Amendment attached as Exhibit D of Report IPSPL23- 012; b) That Section 3.9, Exceptions of Zoning By-law 1997-123 be amended by adding Exception Number 357 to prescribe site specific regulations for the property known as 539 George Street North in accordance with the Draft Amendment attached as Exhibit E of Report IPSPL23-012; c) That the subject property be rezoned from C.6 – Commercial District to C.6- 357-H – Commercial District in accordance with the Draft Amendment attached as Exhibit E of Report IPSPL23-012; and d) That the ‘H’ Holding Symbol be removed at such time as: 1. Site Plan Approval has been granted for the property, which will include the following requirements: i. The Owner shall make any necessary improvements to the laneway, to the City's satisfaction, in support of the proposed development; and ii. The Owner will be responsible for all financial costs associated with the improvements.

That Council approve the recommendations outlined in Report IPSPL23-012 dated April 3, 2023, of the Commissioner of Infrastructure and Planning Services, as follows: a) That Section 4.2 – Policies for

Receiving the Peterborough Community Health Centre presentation and approving a related letter of support

That Council approve the recommendation outlined in Report CLSCLK23-008, dated April 3, 2023 of the City Clerk as follows: a) That the presentation from the Peterborough Community Health Centre be received for information; and, b) That a letter of support be provided by the City of the Peterborough to the Ontario Health Team in support of the Peterborough Ontario Health Team‘s application to the province for annual funding in the amount of $8.2 million for a Community Health Centre, that will serve both the City and County of Peterborough.

Intergovernmental Relations

Increase Cedargrove Park stormwater contract by $357,912

That Council, through their authority as set out in Chart 3 of Appendix A of the City’s Procurement By-law 22-070, approve the recommendation outlined in Report IPSACP23-006, dated April 3, 2023 from the Commissioner of Infrastructure and Planning Services as follows: That the contract for ITT-19-22 with Buildscapes Construction Ltd., 457 Garyray Drive, Toronto Ontario, M9L 1P6, for Construction Services for the Cedargrove Park Stormwater Management Facility Sediment Removal and Retrofit project be increased by $357,912.15 from $2,511,913.97 to $2,869,826.12, plus HST of $373,077.40 for a total cost of $3,242,903.52.

That Council, through their authority as set out in Chart 3 of Appendix A of the City’s Procurement By-law 22-070, approve the recommendation outlined in Report IPSACP23-006, dated April 3, 2023 from
