That Council approve the recommendation outlined in Report CLSFS22-018 dated July 11, 2022, of the Commissioner of Corporate and Legislative Services as follows: That the Draft 2023 Operating Budget reflect an estimated All-Inclusive (Municipal, Education, Sanitary Sewer Surcharge) increase within the range of 3.00% to 4.00% for general Operating Budget impacts and in support of the capital program, including a provision for Stormwater Protection.
