Approve social procurement implementation for City of Peterborough

That Council approve the recommendations outlined in Report CLSFS21-035, dated December 6, 2021 of the Commissioner of Corporate and Legislative Services as follows: a) That Council receive the presentation and report prepared by Buy Social Canada CCC Ltd. and attached to Report CLSFS21-035 as Appendix A; b) That Council support the next steps in the implementation of social procurement for the City of Peterborough, including the design, training, education, engagement and development of a Social Procurement Policy for consideration at a future meeting of Council; c) That the $100,000 Social Procurement Capital Budget be increased by an amount of $208,100 for a total of $308,100 and that the increase be funded by a transfer from the Capital Levy Reserve; d) That Council approve a three-year social procurement implementation strategy including: i. Entering into a 3-year agreement with Buy Social Canada CCC Ltd. 503-535 Thurlow St. Vancouver, BC V6E 3L2 at a cost of $94,200 plus HST of $12,246 for a total cost of $106,446; and ii. Hiring a part-time staff backfill on a two-year contract at a cost of $112,250 to assist in the day-to-day operations of the Purchasing Section. e) That the Mayor and City Clerk be authorized to execute an Agreement with Buy Social Canada CCC Ltd. for a three-year term from January 1, 2022 to December 31, 2024 for the development of a social procurement implementation strategy for the City of Peterborough on terms acceptable to the Commissioner of Corporate and Legislative Services and in a form acceptable to the City Solicitor.
