That Council approve the recommendations outlined in Report IPGPL24-003, dated April 2, 2024 of the Commissioner, Infrastructure, Planning and Growth Management (Acting) as follows: a) That in consultation with the Conservation Authority and in accordance with Section 7.21.2 o. of the City Official Plan, Council waives the requirement for the Applicant to conduct an Environmental Impact Study, subject to including water quality and quantity mitigation measures in a Stormwater Management Report to be prepared for Site Plan Approval; b) That Section 3.9, Exceptions of Zoning By-law 1997-123 be amended by adding Exception Number 364 to prescribe site-specific regulations for the property known as 720 Vinette Street in accordance with the Draft Zoning By-law Amendment attached as Exhibit D of Report IPGPL24-003; and c) That the subject property be rezoned from D.1 – Development District to R.4- 364 –Residential District in accordance with the Draft Zoning By-law Amendment attached as Exhibit D of Report IPGPL24-003.

That Council approve the recommendations as amended: a) That a $580,000 budget be established to implement a multi-pronged, pilot approach for physician recruitment and retention activities for a term-ending December 31,2025, including: i. Continue the existing $15,000 incentive (over three years) for family physicians that establish new practices in the City of Peterborough; ii. Develop and implement a “Whole of Village” incentive program, engaging local physicians, organizations and businesses as part of the recruitment efforts; iii. Consult with the local Family Physician Think Tank about short, medium, and long-term actions for family physician recruitment and retention in Peterborough; iv. Create a temporary Physician Recruitment Coordinator position for a two-year period to support the provision of the incentive program and implement a strategic workplan including coordinating with the Family Physician Think Tank; and v. Develop and implement an advocacy plan related to the provincial health care system to support physician recruitment efforts. b) That the budget for the pilot approach be funded from the Physician Recruitment Reserve of $350,000, the 2024 budget allocation for physician recruitment of$100,000 and a pre-commitment of the 2025 budget of $130,000. c) Amended as follows: That staff report to Council every six months on the status of the “Whole of Village” incentive program efforts and the in-house physician recruitment services ahead of 2026 Budget deliberations."

That Council approve the recommendations outlined in Report LSOCS24-005, dated April 2, 2024 of the Commissioner, Legislative Services, as follows: a) That the Honourable Paul Calandra, Minister of Municipal Affairs and Housing, be requested to introduce a Bill to amend the Ombudsman Act to require the Ontario Ombudsman to provide to each municipality, if requested by the municipality, sufficient particulars of each investigation, matter or case respecting the municipality that is referred to in each of the Ombudsman’s Annual Reports to permit the municipality to fully understand and address the subject matter of each such investigation, matter or case including: i) a copy of each complaint, as applicable, redacted only to the extent of individuals’ personal information contained therein; ii) the identities of the municipality’s employees, officers and members of Council with whom the Ombudsman was consulting in respect of the investigation, matter or case; and iii) particulars of the outcome of the investigation, matter or case including the Ombudsman’s findings, conclusions and recommendations, if any. b) That the City Clerk forward Council’s resolutions resulting from Council’s approval of these recommendations to Minister Calandra, MPP David Smith, the Association of Municipalities of Ontario and to the municipal Clerks of Ontario’s municipalities.

Reconsidering the Bonnerworth Park pickleball court plan over noise concerns

Whereas, the Parks and Outdoor Recreation Facilities Study (Report CSR23-002) states regarding Pickleball Strategy, “it is recommended that courts be developed in clusters of 8, located at least 150 metres from residential areas”; Whereas, the Bonnerworth site plan proposes 16 outdoor courts under 150 metres from residential areas; Whereas, the noise impact, already proving to problematic to health and wellbeing widely, as well as in Peterborough’s current close-to-residential locations, would be doubly impactful to the immediate neighbours with a 16 outdoor court plan; Whereas, Peterborough’s Mixed-Use Corridor Urban Design Guideline recommends that Urban Community parks support a balance of active and passive uses and a minimizing of hardscaping (balance of open-air green space); Whereas, based on the above Urban Community Park Design Guideline that Bonnerworth should strive to be accessible, diverse, equitable and inclusive; Whereas, based on the same Urban Community Park Design Guideline, urban community parks, should minimize safety risks for those with those accessibility needs and pedestrian park users; Whereas, Peterborough Housing Corporation (ie. 555 Bonnacord St., Hunt Terraces) includes tenants with accessibility and safety needs; And whereas, the current proposal includes increased parking to accommodate an extraordinarily high volume of 16-court pickleball vehicle traffic, thus significantly increasing park-user safety risks; THEREFORE, BE IT RESOLVED… That the proposed plan for Bonnerworth Park presented at the March 21 st Public Consultation at 577 McDonnel St, be brought before Council for discussion of alternative Pickleball/Tennis solutions, with a report back to council before any work on Bonnerworth proceeds.
